Yes, they will have get a resident permit in order to work here.

Just curious (no plans to move to DR): do freelancers have to apply for specific permits/digital nomad visas to work there?

There are many ways to make a living in DR that dont need the big $$ that is need in other countries

No really, many freelancers dont need a visa (a dominican girl i know said "i just need internet connection and be on time" and she works for american company) in they dont need you to go to office and if the dominican company dont have a contract with you not really

Yes, if your working for yourself or a company that is from your country then you won't need a visa.
